That’s where the second contract comes in. You can see it here. It’s styled as a “policy accordâ€, and indeed it does contain some clichés, such as this classic first sentence:Â

Now that’s creative writing. Dion had proposed a new carbon tax in the last election; Layton proposed a $50 billion tax on employers.
